Building-Driven Urban Decarbonization:
Leveraging Corporate Action and Global Standards

Tokyo Metropolitan Government is promoting a multifaceted decarbonization initiative, including for buildings and real estate, with the goal of achieving zero emissions by 2050. While Japan is making progress in pioneering initiatives such as setting interim targets for 2030, promoting renewable energy and energy-saving measures, and supporting the low-carbonization of buildings, tracking progress using international evaluation standards and reflecting this in decision-making will be key to determining the quality of the city in the future.

In response to these trends, the Carbon Risk Real Estate Monitor (CRREM), which tracks CO₂ emissions during building operations through a science-based decarbonization pathway, is rapidly spreading among investors, financial institutions, and the real estate market globally. Decarbonization is no longer just a "philosophy," but is beginning to become a real rule that drives decision-making.

Starting from CRREM, this forum will connect Tokyo's zero-emissions strategy, corporate and financial decision-making, and the technologies that support it into a single story, charting a realistic path to moving urban decarbonization from "concept" to "implementation."

Masako Arakawa Masako Arakawa Founder and President, AMC Advisors Masako Arakawa is the Founder and President of AMC Advisors Co., Ltd., established in 2012 to provide cross-border real estate valuation and advisory services. She previously served as Executive Director at CBRE K.K., leading client development and cross-border business initiatives, and as Head of Underwriting at Deutsche Bank Group’s Commercial Real Estate Japan, for real estate financing and securitization. Her earlier experience includes roles at Credit Suisse First Boston Principal Investments, HIRO & Associates, and Long Term Credit Bank Research & Consulting. Masako has served as an Outside Director for listed and pre-IPO companies, including Gfoot Co., Ltd., Ricoh Leasing Company, Ltd., Orion Breweries, Ltd., and currently Nihon Housing Co., Ltd. She is also a Board Director of the Institute of Corporate Governance, Japan (ICGJ). Toshiyuki Ando Toshiyuki Ando Deputy Director, Policy Planning Section General Affairs Division, Bureau of Environment Tokyo Metropolitan Government Toshiyuki Ando began his career at the Tokyo Metropolitan Government Bureau of Taxation in 2009, where he was engaged in metropolitan tax collection operations. From 2012 to 2019, he served at the Office for Youth Affairs and Public Safety Headquarters, working on policy formulation, planning, and program development related to the safety and security of Tokyo residents and traffic safety. Subsequently, he worked at the Office of the Governor for Policy Planning, where he was involved in establishing international networks and planning international conferences. Since 2024, he has held his current position, where he is responsible for coordinating with internal and external stakeholders on Tokyo Metropolitan Government environmental policies, including the Zero Emission Tokyo Strategy. Andrea Palmer Andrea Palmer CRREM CEO Andrea Palmer is CEO of the CRREM Foundation, where she leads the organization’s mission to advance science-based decarbonization pathways and transition risk management for the global real estate sector. With over a decade of experience in real estate and sustainable finance, she previously served as Responsible Investment Lead for PGGM’s REIT portfolio, overseeing the strategy’s ESG integration. Andrea has also contributed to industry bodies including EPRA’s Sustainability Committee and the GRESB Real Estate Standards Committee, shaping sustainability frameworks and disclosure practices for institutional investors. Prior to PGGM, she held roles at LaSalle Investment Management, GRESB, and the impact investment specialist, Triodos Investment Management. She holds a Masters in Real Estate Development and Sustainable Cities from IE School of Architecture and Design in Madrid and a Bachelors in Marketing Research from Aurora University outside Chicago. Kazuyuki Igeta Kazuyuki Igeta Quality & EHS Director, NIHON L’Oréal Kazuyuki Igeta has served as Quality & EHS Director at NIHON L’Oréal K.K. since 2023. He is responsible for quality, environmental, and occupational health & safety (EHS) management, and leads decarbonization initiatives across global, Asia, and Japan operations. He led the transition of the Shinjuku office to 100% renewable electricity in collaboration with building owners. Before joining L’Oréal, he worked in the medical sector, focusing on Quality Management System (QMS) development and as an IRCA-certified auditor in QEHS management systems. He is an experienced AI data management systems developer, and holds a Cosmetics Concierge certification and an MBA.
Yukihiko Ito Yukihiko Ito Founder & CEO, GOYOH In 2006, at the age of 23, Yukihiko started a real estate investment and management company in New York. In 2008, he founded Asterisk, Inc., providing solutions to maximize the soft value of real estate for global institutional investors, investment funds, and ultra-high-net-worth individuals. In 2018, Yukihiko founded the startup GOYOH K.K., specializing in real estate tech, and launched the service “EaSyGo”, which focuses on enhancing the soft value of real estate and generating social impact through an ESG perspective aligned with global investors’ priorities. Tamon Shigematsu Tamon Shigematsu Deputy Managing Director, Head of Real Estate Finance, Solution Products Division, MUFG Bank Tamon Shigematsu joined MUFG Bank in 1994. From 2001, he worked in the Structured Finance Division, where he was responsible for project finance for PFI (Private Finance Initiative) transactions. In 2005, he transitioned to real estate finance within the same division, handling numerous non-recourse loan (NRL) transactions and the formation of private REITs. Between 2021 and 2023, he oversaw real estate strategic planning for the MUFG Group. Since 2024, Shigematsu has been part of the Real Estate Finance Group in the Solution Products Division, where he has been engaged in initiatives related to social impact real estate and financing structures that integrate corporate value with real estate value, while exploring new areas shaped by social challenges and structural changes in industry.
Julia Wein Julia Wein CRREM COO Julia is COO of the CRREM Foundation, overseeing all operational matters. Prior to joining CRREM, Julia worked in property valuation and real estate consulting. In January 2023, she assumed responsibility for the operational management of the CRREM initiative, and in November 2024 transitioned into her current role at the CRREM Foundation. Alongside her leadership responsibilities, Julia has been actively involved in teaching and presenting at universities and other educational institutions. Since 2020, she has also been engaged as an external doctoral candidate, with her research focusing on advancing sustainability in the real estate sector. She holds a Master’s degree in Real Estate from IRE|BS, University of Regensburg and bringing nearly ten years of experience in the real estate sector. Linkedin

Midori Mizote Midori Mizote Project Manager; Secretary of Environment and Energy Innovation Community, CIC Institute After graduating from an American state university, Midori worked on strategic projects in the AI/robotics industry at Deloitte Tohmatsu Consulting. She led the product launch of the same business in the U.S. as a project manager. Subsequently, Midori supported the launch of a U.S.-based startup in Japan as a sales and business development lead, and from July 2023, she has been in charge of supporting startups in the smart city and environmental fields at the CIC Institute. Kazuyuki Morishita Kazuyuki Morishita CTO, Spatial Pleasure Born in 1992. Graduated from the University of Melbourne, Faculty of Science, with a degree in Mathematics. Specializes in discrete mathematics, optimization, and decision theory. After working in the business analytics division of a U.S. financial institution, where he conducted transportation analysis and seismic risk analysis using GIS data, he joined Spatial Pleasure from its founding stage, leading algorithm development and research direction. He currently serves as CTO, overseeing the development of the "Mobility Intelligence Platform," a DMRV (Digital MRV) infrastructure that scientifically measures and visualizes CO₂ emissions from transportation and logistics operators. He led the technical efforts behind Japan's first J-Credit certification for heavy-duty electric vehicles, in collaboration with Iyotetsu Bus, Shinki Bus, Tokyu Bus, and others. He also contributed to an environmental benefit simulation project for electric vehicle deployment under the Cabinet Office's SIP Phase 3 program, in partnership with Waseda University. As the next frontier alongside building decarbonization, he is driving carbon credit generation in the electrifying transportation and logistics sector, as well as JCM methodology development across ASEAN countries. CRREM - Carbon Risk Real Estate Monitor

Carbon Risk Real Estate Monitor (CRREM) is an initiative launched with the support of the European Union to promote the decarbonization of the real estate sector. It develops greenhouse gas (GHG) decarbonization pathways aligned with the 2°C and 1.5°C targets set out in the Paris Agreement, and provides tools that serve as guidelines for decarbonizing real estate portfolios and managing climate-related risks.

CRREM was initiated by leading European institutional investors, including APG, PGGM, and NBIM (Norges Bank Investment Management). From Japan, the Government Pension Investment Fund (GPIF), CSR Design Green Investment Advisory Co., Ltd., and GOYOH K.K. have endorsed and joined the initiative.
